Beginning of Redevelopment

The Norfolk Redevelopment and Housing Authority started out as the Norfolk Housing Authority, created by the Norfolk City Council, which on July 30, 1940, voted to activate a 1938 state law creating local housing authorities and permitting cities to participate in the federal housing program to eradicate slums. Its first projects, however, were directed at defense housing for defense workers and their families. But with the war’s end, the Authority became, in June 1946, the Norfolk Redevelopment and Housing Authority, enabled by the Virginia Redevelopment Law passed that year which endorsed a new federal law removing the restriction that cleared slum areas could only be used for public housing and allowing broad urban redevelopment projects.
